This is what I'm doing and as promised I am passing it on to you, or anyone that cares to make use of it.
I use a pvc rod holder system. My camera mount system is for that type of rod holder system. It should work for any pvc holder unless you flare the tops of your rod holders.
My intent was to create a versatile camera mount. One that could be reconfigured while on the tube to obtain different angles/perspectives. Originally I designed one that was solid and attached before launch. This made it awkward and cumbersome to transport.
My current prototype:

By using threaded pvc I am able to disassemble it for easy transport. It allows me to configure it in many different ways. It is completely waterproof. When I decided to try this I realized it has a bonus feature; I am able to adjust the directions and angles as the threads have a bit of tightness to them.
Easy to transport! Toss them in a net bag, tether it and throw them behind my tube seat.

The camera mounts are typical of the ones that come with the camera or you can order them online. They look like they are part of the pipe cap. I simply used the double adhesive and filed the edges to match the pipe cap.

If the parts don't look like pvc it is because I sand and paint them. It is not necessary to do this. If any of the pieces are confusing let me know and I'll post some pics of some unaltered ones.

From the same position I can mount an underwater perspective (I am not limited to one at a time). The pic is a little dark, but straight down from the action cam is a mounted camera.

When mounting your camera I suggest using the pieces you see in this pic. It will allow you to adjust your camera with any tilt or angle with any mount configuration.

I consider my mounting system to still be a prototype. The cap that fits over the end of the rod holder was last years idea and is now replaced with a sleeve I made from pvc that allows me to attach my camera mounts without sacrificing the rod holder.

I am currently building a matching rod/camera/box holder system for the other side of my tube. This will allow me to mount a camera or cameras anywhere around the tube to catch any perspective.
