I took a look under facts but didn't find a definit answer but I think you have to be a member longer than 20 days or a certain amount of posts before you can start posting picts and vids. I could be wrong on the time span you need to be a member, hopefully one of the other mods on here can correct me if I am wrong.
It's mostly so people or bots don't just jump onto the site and start posting advertisements or unwanted material.
