Generally speaking, what is the maximum wind velocity you can stay out in an unpowered tube? I bought a little hand-held anemometer and when it hits about 8-9 MPH, I'm off the water. How about you?

Same here 8 mph in open waters is my cut-off, unless I fish in areas that are protected from the wind and then I’ll fish in wind protected areas with winds ranging from 12 - 14 mph.
Which I do quite often for protection on predicted windy sessions.

I usually check the wind conditions at [You must be registered and logged in to see this link.] a few days before I go. Typically I see the wind getting stronger all day so I plan to be off the water by the time it hits 7mph or more.

7 miles per hour and it is time to start planning an escape route.
