Top water baits in saltwater? It's called chicken fishin. Chicken of the sea that is! hee hee hee
But seriously folks, the hardest part about topwater fishing in saltwater is the damn birds! I have tried for years and to no avail. They come from outta nowhere and you spend your whole time trying to keep the lure away from them. Oddly enough, especially for really aggressive species, I think the birds diving on your lure can improve the appeal of it. A perfect example was the first time I used a Pencil Popper on surf stripers. ( yes kids we have a really good surf striper population here in southern California ) I spent my first half an hour learning how to cast and retrieve without hooking a gull, shearwater, cormorant, or the worst of all , a pelican!
But when the now leary (after repeated hookings) birds would hover over the lure trying to decide wether to try one more time to grab the hopping, skipping, slashing, and popping fishie, the stipers would loose their minds!
So..! If you want to topwater fish in the salt be ready to spend your time avoiding bites to get bites!

PS
Crankbaits? You betcha! just for fun especially against the breakwall rocks try deep diving crank baits like the Norman DDs. They are good lures and fairly cheap which is good because when you are done with it it will probably be pretty tore up. I used to fish them with 20lb mono. toss them up near shore and crank them as fast as you can so that the lure is bonking it's way down the breakwall rocks without diving into the cracks and crevices. Or rip swing them so they crash hard and then stall. As it nears the zone where the rocks meet the sand bottom crank really hard and fast so that the lure crashes hard into the sand then stall and crank, stall and crank , and hang on !! This works especially good at night! We used to call it Bangin'
