To secure a fly rod, I bought a Scotty 265 flyrod mount from Amazon (they are also available at other locations).  This comes with the rod holder and mount.  I will attach pictures to show how it is mounted.  I use (4) 1/4-20 x 1" screws with lock nuts to secure to 2" pipe.
