I think getting any sort of fine dismissed in court depends on how the judge you get is feeling that day. I've heard of some people getting off with no fine after showing proof of a annual license or one good for the date they recieved the citation for and I have heard of some still getting a small penalty fine for not having the license on them while fishing.

Since they are using our drivers license now when purchasing a fishing license it's a shame game wardens and sheriffs can't just scan that or run a quick check through our DL and see if we are legal or not. Even clubs and bars have scanners now to quick check ID's for authenticity and age.
